Few words regarding technical background from Jason Page:

For DMC, I patched the editor and final .SID file to allow for 25Hz.
For the SID file, I modified the update routine to point at a new bit of code, where I then only update the music routine on every other call.
So, the update is happening at 50hz.. But only on every other call is it updating the music and SID registers.
Need more proof? See address: $1003 - that's the update address that's called at 50Hz.
That now calls my own routine at $21bd, which simply increases a counter and only calls the actual music update routine if the counter is an odd value.
